Yes, as long as they do so in the exercise of the functions entrusted to them (article 18.2 of Royal Decree 1428/2003, of November 21, of the General Circulation Regulations).

Yes, but they are exempt from doing so when they circulate by population and do so in emergency service. (Article 119 of Royal Decree 1428/2003, of November 21, of the General Circulation Regulation).
CAN YOU PARK IN VEHICLE IN PLACES NOT ALLOWED?
Yes, as long as they have ensured that they do not endanger any user of the road and is for the purpose of providing assistance to users of the road, or when the needs of the service or traffic require it (art. 68 of the Royal decree 1428/2003, of November 21, of the general Circulation Regulation).
